Can someone tell me why one pipe has a hole in it, while the other one doesn't? Are they for different vehicles or something else? Thanks!

Yep. Manual shift cars have the hole in the pipe to clear the banjo bolt on the front-most cylinder.

There is also a slight height difference between a '70 390 pipe and a '70 304/360 pipe, so there are actually 4 different stove pipes for '70 V8's.

Very much appreciate the info. Would you by chance know the height differences and which one pertains to which engine/transmission set up?

There's one part #, without hole, for 304/360 automatics.
There's another for 304/360 manual trans

And then the 390 has two different ones, and the 390s are a bit taller (maybe .2-.3"?)

I should note, after checking the parts book:
There's one that fits late 68-70, 290/304/343/360 automatic, and one with the hole for manual shift.

And then there's the late '68-70 390 ones, automatic, and one with the hole for 4-speed.

So there are 4 slightly different stove pipes for those cars. 390 one is a bit taller because the 390 block is fractionally 'taller".

Wouldn't the 304 and 360 share the same deck height as the 70 390?

All 1970 and later V8s share the same deck height including the 1970 390.

it is not the block or deck height variation, it's the intake manifold height (and transmission) that changes the PN

Steve,
I realize my explanation doesn't quite add up, but the one you gave doesn't either- because the '70 360 4-barrel, for example, uses the exact same heads and intake as the '70 390 (not counting the Machine intake), yet they use different stove pipes.
So where is the difference in height?

Paul
