take the gas out, and if you have a responsible system like California does to accept it for disposal, that's the way to go. there's NO WAY to use old gas. not a lawnmower, etc. it's chemically deteriorated in a way that's irredeemable. diluting it will probably just defer the damage would happen soon, to happening later. (btw, the above gas tank i still have; it was in use until January 2019 when the O-ring system around the sender leaked, again, and i retired it in favor of a generic Tanks, Inc tank from Summit. the liner is/was still good. nothing lasts forever.) Ok, thanks for all the info, so I'll have to take the tank out and bring it to a place that can clean it. What is a place like that called? If it costs $550 to get cleaned then I'll buy a new repro tank if anyone makes them.

I have no idea what's available in your area, there used to be radiator repair shops in about any town, they had big tanks for immersing radiators and boiling them clean. A gas tank could be boiled out in them too. Such shops are pretty hard to find nowdays because nobody fixes radiators much anymore, they replace them.
In my local area there are several shops that work on big truck, coal trucks, heavy equipment. They still repair radiators in them, big radiators, some too big to lift by hand. They have enormous boiling tanks. Approach them in the right way, they can do it. Some will, some won't bother. You might just check the yellow pages, Google it, ask around at local parts stores, local rodders , etc.

Buy a tank coating kit from Eastwood. It uses several locally available cleaners (muriatic acid, acetone, soapy water) and the tank gets cleaned and sealed. I did two dirty leaky tanks, one 17 years ago and one 15 years ago, and neither have leaked a drop. 35,000 miles later I am still on the first fuel filter, so no debris going through the system. I would not pay to get a tank done. If you do it, PM me for some tips.
