I don't believe that statement is correct. The original bushings had a steel sleeve as their core. The top of this sleeve was rolled in to make the opening smaller so it just fit over the threads on the knuckle. This created a ledge in the top of the bushing which sat down tight on the shoulder that is at the bottom of the threads on the knuckle. Then the flat washer, lock washer and nut were installed and torqued. This whole connection is steel on steel. You were not trying to compress rubber to a certain torque. This is why the original rubber bushings rotate, with the knuckle, inside of the trunnion verticle bore.

If the bushing was sticking out past the bottom of the trunnion it needs to be shortened slightly, not mashed into place with the top nut. Can you verify that the spacer washer at the top is actually slightly thicker than the top flange of the poly bushing?

The spacer washer is slightly thinner than the top flange of the poly bushing
